The European Cities Mission: towards climate neutrality by 2030
This initiative seeks to promote a profound change in the urban model, transforming it into a resilient, smart and carbon neutral one, through the development of pilot projects and innovative solutions.
To achieve this objective, the Mission promotes collaboration between public, private and social organizations, integrating citizen participation as a key element. The selected cities have access to European funding - Horizon Europe programs, structural funds and other instruments - that facilitate the implementation of transformative actions.
A total of 100 cities in the EU and associated countries are participating in this challenge. Among them are seven Spanish cities: Barcelona, Madrid, Seville, Valencia, Valladolid, Zaragoza and Vitoria-Gasteiz. All have made specific commitments through contracts that reinforce cooperation with national, regional and European authorities to meet zero emission targets.
The importance of this mission is understood in context: 75% of the European population lives in urban areas, and globally these areas consume more than 65% of energy and generate more than 70% of CO₂ emissions. Cities, therefore, are essential to achieve climate neutrality by 2050, acting as ecosystems of innovation and experimentation that inspire other territories.
To support this process, the European Commission has earmarked 360 million euros from the Horizon Europe program (2022-2023), promoting projects to accelerate the transition to sustainable, livable and climate-responsible cities.
Mission Cities is, in short, a strategic opportunity to transform urban spaces and improve the quality of life, demonstrating that joint action between administrations, the private sector and citizens is key to achieving a future without emissions.
